As a Health and Justice Policy Associate with ForHealth Consulting, Chelsea leads the oversight and implementation of the Restoration Center of Greater Lowell, ensuring effective service delivery for individuals experiencing behavioral health crises as a diversion from criminal legal system involvement and emergency department visits. Prior to her current position, Chelsea served as a Senior Program Manager, Behavioral Health & Justice at the National Association of Counties (NACo). In this role, she provided guidance to county government officials on topics related to behavioral health, criminal justice, racial and ethnic equity, and crisis response. Earlier in her career, she was the Director of Operations and a Policy Analyst in the Justice Policy Center at the Urban Institute.
