Affectionately known as "Byl" (Bill), William has served as founding Affiliate leader of NAMI Abilene since 2016 and founding Director of PHOENIX House, Abilene's first mental health clubhouse since 2018. A person with lived expeirence with co-occurring disorder, he is listed in Who's Who in America, Who's Who in Religion, & Forum of Distinguished Americans. He is an author, publisher, Texas Certified Peer Specialist, and an alumnus of Hampton Institute (University), in Hampton, VA. A member of Alpha Phi Alpha Fraternity, Inc., he serves on the Boards of NAMI Texas and Disability in Action, as well as serves as Chairman of the Peer Network Advisory Committee of betty hardwick Center (LMHA).
